Italy: EPPO probes possible fraud involving EU funds for veterinary public health

The European Public Prosecutor’s Office (EPPO) in Palermo, Italy, officially ordered the emergency seizure of assets targeting three senior public officials working at a prominent veterinary public health institute.
At the request of the European Public Prosecutor’s Office (EPPO) in Palermo (Italy), assets were seized today in Sicily as part of an investigation into possible fraud involving EU funds aimed at promoting veterinary public health.
The investigation, carried out by the Italian Financial Police (Guardia di Finanza) of Palermo, concerns possible wrongdoing in the management of public funding provided by the EU through the Sicilian regional government (Regione Siciliana) and by the World Organisation for Animal Health (WOAH) for projects involving the  prevention and control of animal diseases and cross-border zoonoses.
  • The Investigation: The Italian Financial Police (Guardia di Finanza) uncovered a system of alleged fraud involving European Union funding provided via the Sicilian regional government and the World Organisation for Animal Health (WOAH).
  • The Allegation: The suspects are accused of leveraging their public positions to route €175,000 in public resources directly into a private committee under their own control. This private organization allegedly duplicated the legal responsibilities of the official state public health body to give the false appearance of operating legitimate disease prevention and biocontainment programs.
  • The Structural Push: The case comes amid a broader, coordinated effort by WHO/Europe and WOAH to strengthen the One Health workforce across border corridors (such as a recent three-day summit in Chisinau, Moldova). It underscores Europe’s focus on enforcing strict financial and structural transparency within its biosecurity networks.
