In a major regulatory overhaul designed to insulate and strengthen the nation’s livestock and companion animal sectors, the Government of India has officially notified a massive expansion of the Central Drugs Laboratory (CDL) functions at the Chaudhary Charan Singh–National Institute of Animal Health (CCS-NIAH) in Baghpat, Uttar Pradesh.
The Union Ministry of Health and Family Welfare issued the statutory directive under the provisions of the Drugs and Cosmetics Act, 1940, fundamentally upgrading India’s veterinary biological quality control architecture.

Escalating Testing Mandates: From 2 to 42
Prior to this sweeping amendment, the CCS-NIAH was legally authorized to test and clear just two baseline veterinary vaccines (Haemorrhagic Septicaemia and Ranikhet Disease). The new Gazette notification dramatically broadens the scope, expanding the facility’s localized evaluation mandate to 42 distinct veterinary vaccines and biologicals.
The expanded testing capability covers vital immunological profiles safeguarding multi-species populations across the country, including:
-
Canine Therapeutics: Vaccines combating highly infectious agents like Canine Distemper and Canine Coronavirus.
-
Avian & Poultry Defenses: Biologicals shielding poultry assets against Duck Plague and Fowl Pox.
-
Livestock & Equine Protections: High-stakes therapeutics designed to mitigate corporate and smallholder risks from Salmonella and Tetanus.
Cutting Industry Friction and Slashing Turnaround Times
India sits among the world’s leading producers of veterinary vaccines, yet domestic and international supply chains have frequently faced logistical bottlenecks at the regulatory clearance stage.
By establishing a highly consolidated, high-throughput centralized laboratory structure at Baghpat, the Indian government aims to eliminate multi-layered bureaucratic delays.
